Ingalls Memorial Library
Circulation Policy
 
PURPOSE
 
The Ingalls Memorial Library provides free and equal access to library materials and services to promote and stimulate knowledge, wisdom, culture, enjoyment and lifelong learning.
 
The library supports the individual’s right to have access to ideas and information representing all points of view. The library board has adopted the American Library Association’s statements regarding the following: Library Bill of Rights, Freedom to Read, Freedom to View, and Access to Electronic Information, Services and Networks.
 
It is the policy of the Ingalls Memorial Library not to impede the circulation of items from the library collection to any  cardholders in good standing, whether resident or non-resident, based upon that cardholder’s race, creed, national origin, age, place of residence, or other personal criteria.
 
REGISTRATION OF BORROWERS/ISSUANCE OF LIBRARY CARDS
 
By registering for a card, borrowers agree to be responsible for all materials borrowed on their card, and to abide by all lending rules, policies, and regulations of the library.
  • Library cards are free for Rindge residents and non-residents who are employed or attend school in Rindge or the Jaffrey/Rindge School Dirstict, or who own property in the town.
  • Photo identification is required in order to apply for a library card. The identification must reflect the patron’s current Rindge address. If the patron’s photo identification does not have the current address, a bill received within the last 30 days, which states the current address, must accompany the photo identification. Other forms of identification such as personal or payroll checks, car registration, a lease or Mortgage agreement with the address, or a rent receipt with the name and address of the establishment printed on it can also be presented.
  • Library cards require renewal every 12 months, in order to verify contact information and ensure eligibility. However, we ask that you report changes of mailing, physical and email addresses or phone numbers as soon as possible.
  • Children under the age of 18 may register for and receive library card. A parent or guardian must sign the registration form.  The parent or guardian must present either an active Ingalls Memorial Library card or a photo identification.  Birth dates may be requested for patrons under the age of 19.
  • Non-resident library cards have a $30 annual fee.
  • Family cards are available.  All residents of a household may be included on a family card, but the library must be made aware of who is eligible to use the card.
PRIVACY
 
New Hampshire’s library records privacy law (RSA 202 D:11) protects the privacy of all borrowers, including children, regardless of their age. The records of children who have their own library cards are subject to the same privacy restrictions as the records of adult borrowers, and the library is not able to share those records with others, including parents.   Parents who want their children to have their own library cards need to know that the library won’t be able to share with them information about their child’s records, including titles of checkouts, holds, renewals, overdues and fines, and other library services.
 
While the library can’t share card holder information, patrons do have control over the privacy of their own records. Therefore, patrons who want to give another individual permission to access and use their records or use their card (i.e. a family card) should give permission in writing. The permission is part of the application process, and the form will be kept on file in the library.
 
Patrons do have control over the privacy of their own records.  Families may make their own decisions about the amount of privacy they wish to maintain within their own families. For instance, parents may decide to hold their children’s cards for them, may keep all family members’ lists of borrowed materials on the family bulletin board, or may use family members’ cards to access the family’s patron records via the library’s catalog. The distinction lies in the difference between what the library staff can legally do and the choices that families are free to make for themselves.

LOAN PERIODS/LIMITS
  • Books, audiobooks, periodicals, music CDs, Interlibrary loan material – 2 weeks
  • DVDs, video games —1 week
  • Telescope – 1 week.
  • Special loans—special loan periods may be established as needed, as for materials in great demand for assignments and projects.  Patrons will be informed of this at check-out.
The Ingalls Memorial Library does not typically impose limitations on the amount of materials checked out at one time.  Exceptions to this policy may occur when a card has significant fines or overdue materials. 
 
 RENEWALS
  • Renewals for items not on reserve may be made at the library, by phone, e-mail, or online.
  • Most materials may be renewed up to two times, unless the item is otherwise reserved.
  • Interlibrary materials may be renewed only at the discretion of the library staff in order to meet the loan arrangements of the lending library.
RESERVES/HOLDS

  • Reserves may be made for any circulating library materials.
  • Reserves may be placed in person, through accessing the catalog online, or by phone or email. 
  • Library staff will attempt to notify the patron of the filled hold by phone and/or e-mail, according to the notifications settings selected by the patron for his/her account.
 
OVERDUES AND FINES
  • Overdue fines are not imposed for most library materials.  
  • Overdue fines will be set and posted on an annual basis.
  • The library will make 3 attempts to contact patrons for materials overdue for a period longer than the initial circulation period.  
  • When an item is still outstanding after the library has made 3 attempts, the patron may be billed for outstanding materials and a restriction will be placed on the card.  Additional items will not be circulated to any authorized user of the card until the overdue items are returned or replaced and/or payment arrangements are made.
DAMAGED MATERIALS
 
If library materials are damaged beyond repair, the borrower may be required to pay for the cost of the item or to replace it.
